The* quarters for all the officers mentioned in paragraph 2. salaries paid to these officers cannot be regarded as high when compared with the salaries paid to officers performing similar duties in other branches of the service, but I am not disposed to increase them as the Railway is not likely to become a paying concern for some years at any rate. The high rents which have to be paid in Kowloon do, however, weigh heavily on officers with low salaries, and I have, therefore, come to the conclusion that the most satisfactory course will be to erect quarters for all the subordinate European Officers of the Railway Administra- tion, which they will be permitted to occupy free of rent. All the European officers of the Chinese Section have free quarters, and the same system is in force on other Chinese railways.

I enclose a plan of the site, which I consider suitable for the purpose, and also plans of the quarters which it is proposed to build. The three quarters on Gascoigne Road

Walker and Lambert. The would be occupied by Mesars. Morris, plan is to build them over a new store, which will take the place of the one to be removed, if certain proposals I am making for enlarging the Locomotive and Carriage shed accommodation are approved. The estimate for these quarters is $30,000. remaining officers of whom four are married and two single would occupy smaller quarters near the locomotive sheds, shown on the plan. The existing quarters are hardly worth repairing and it is proposed to remove them and erect five new

ones at an estimated cost of $40,000.
